As a renter, how does this ordinance effect me? Is it just the additional fees that get passed along?
NO! Besides the fees.....
1) Part of this ordinance is the requirement of every renter in Skokie to sign a Crime Free Lease Addendum. This addendum permits the immediate cancellation of a tenant's lease, should (even suspected) criminal activity occur in or near an apartment building be committed by any tenant, family member of the tenant, or guest of the tenant.
While many landlords already require tenants to sign such an addendum, it currently leaves the decision to evict up to the landlord, who knows the family situation and can best make a determination of the necessary action to take. So if your teen is arrested for a minor offence, the landlord likely wouldn't evict your entire family. If an abusive spouse is arrested, the abused and their children are generally not evicted from the home. This new ordinance, gives the village the power to insist a landlord start immediate eviction proceedings against any renter who violates the addendum - whether or not they have personally been convicted of a crime. Many social organizations fear this may lead to targeting of certain demographic groups for eviction from Skokie.

Sec. 22-513. Tenant Application & Tenant Information.
A. No Residential Rental Unit shall be rented without the Owner obtaining a written application requesting the following information:
Name, address, birth date, social security number,driver’s license number, work and home telephone numbers of each applicant, a copy of each applicant’s driver’s license and work ID, a list of the applicant’s current and past residences during the previous three (3) years, including addresses, name of landlord and reason for leaving;
Names, addresses, birth dates, driver’s license numbers and work andhome telephone numbers of all other Persons who will be residing in the Dwelling;
Name, address and telephone number of the applicant’s nearest relative orfriends (at least two);
This information shall be held in a secure location and shall only be used in thecase of an emergency,to pursue legal action or upon request by the Village, including the Skokie Police Department.
B. Owner shall submit to the Neighborhood Police Officer a list of all Tenants and Occupants of Rental Unit with each person’s name, birth date and social security number, arranged by address and unit number, upon the execution of a new lease, lease renewal, rental agreement or any new occupancy by a Tenant.
You read that right. The Village wants to create a registry of the name & social security number of every renter and apartment dweller in the village. Not to mention the access they want to all the additional personal information they are asking the landlord to collect. What does that sound like to you? Is the next step a Skokie ID card that all apartment dwellers must carry? How about an armband with an "R" on it, so police know who to keep an eye on, and so shop owners know who to watch more closely?
